so far I'm only getting pages that are slow loading, posting replies seem to load the slowest.

I have no idea why the issues are so random...some people have only the slow issues and others have multiple issues.
I haven't seen the I am not a robot thing since early this morning and no more SQL general errors since early this morning either but I still have everything I do get done double or more. If I delete something it takes a long time and then I get a notice that the something doesn't exist and that's what I normally used to see when I deleted something and forgot and I hit delete again.

Some of the reasons that you are experiencing *some* different symptoms that the rest of us may because of the extra privileges of your account.

All of us are experiencing excessive delays, but few of us are exhibiting the double posts and "posting loops". One of the potential causes could be, our accounts are bound by anti-spam post flooding protection that prevents regular accounts from posting too quickly. Your moderator account doesn't have the same post flooding controls applied to it.

Think of it this way;
When I hit submit, the page almost immediately refreshes, my content is submitted and should a delay occur, leading to a "duplicate" submission attempt, the forum's flood protection will prevent the duplicate. Your account, without the post-flooding protection limitations can post multiple times, thereby creating the duplicate posts, or "posting loop." But without knowing a lot of the details, there is a lot of speculation about the exact cause of your specific issues.

I've experienced:
  • a lot of delays.
  • a lot of SQL error pages
  • occasional SQL error pages errors upon posting, but the content was posted
I know you've posted in the past that you moderate posts and the forum administration is performed by others. A problem that some phpBB Forum Software that has had very similar problems has been solved by changing the $dbms entry in the config.php file.

Change it to:
$dbms = 'phpbb\\db\\driver\\mysqli';

I know you won't be responsible for the change, consider directing IT to this post and having them search:
phpbb config.php dbms msqli mysql4 error

for details.

Possibly but I have removed several double posts from others so you all haven't seen them. Double reply posts as well as double topics posted.
So I am not the only one in that area. I just have come along and removed them fairly quickly so no one sees them and often the person doing it might not notice.
Had one happen this morning in fact in addition to the 2 I got when I posted about the upcoming new tutorial.
2 brand new topics from same person with exact same topic name and wording.

Oh well...it's still happening and earlier this evening I couldn't even get in here for the SQL error.

I have gone off and waited 30 minutes and I still get caught in the never ending loop. When it happens to me have to just back out or go somewhere else. I experimented a couple of days ago and I quit after I had 6 of the same thing which of course I had to go remove 5 of them. It's like it doesn't recognize it was me who made the post. Now when someone makes a post while I am composting I expect to see it but not when the other person was me and certainly not so that I can't ever get out of the reply box being open in front of me.

Just went through five straight "I am not a robot" checks.
Yesterday I went through at least nine or ten straight, gave up, closed window, came back a couple of hours later and then logged right in.
