the fan in the blower (more accurately termed a flow generator creates an air flow, this flow has no pressure in and of itself. pressure is the result of a resistance to that flow, caused by your mask being on your face. when the flow of air is partially blocked, then pressure builds.
therefore, it's physically impossible to 'build enough pressure but the flow may be diminished'. if the flow is diminished, then there will not be enough pressure.
