"Homeopathic", like "natural", "organic", and whatever else they might say are just marketing buzzwords.
Even when these terms are referred to in law, it is no guarantee that the law is followed or even enforced.
Some words, in fact, can be seen as markers to be often followed by a bare-faced LIE.
Caution is to be exercised with all ads and labels.

Here is a definition: Homeopathy is a medical science developed by Dr. Samuel Hahnemann (1755-1843), a German physician. It is based on the principle that “like cures like”. There is no way to be 100% sure, of course. But how do you know it was not?
Did you even read the article in the OP?
I read it. I have read many articles about homeopathy. This was merely one, not "the" definitive one.

It doesn't matter. Placebo is a well documented medical effect and used for a lot of chronic and pain conditions. And yes it can also help with skin conditions, digestive issues and allergies.

Also, "western" evidence-based medicine is really quite open to quacky-seeming things when they turn out to actually work. I have psoriasis, and one of the quite effective treatments for it is coal tar! The history is pretty simple -- at some point workers who suffered from psoriasis got coal tar on their spots and it helped. There have been actual scientific studies that show that it really helps, and there are lots of products marketed to psoriasis sufferers which contain it as an ingredient.
Petroleum jelly has a similar history. It's a substance that comes out of oil wells with the oil, and oil workers knew that it healed minor skin irritation. A huge variety of mainstream topical medications have petrolatum as a base.
Ever heard of Premarin? It is refined from the urine of pregnant mares. (From a very pampered herd. )
There are pharma research outfits which concentrate on combing the world for traditional healers (aka witch doctors) and their herbs/bark/etc. If they find something that works they turn it into something with western medicine testing and packaging and get FDA approval and become richer than the dreams of avarice* These people are not ignoring things that work out of mindless prejudice. That would mean giving up a huge amount of money that could be made -- human nature is way too greedy for that!
