Hoarding vrs planning is a fine line. Long before the pandemic started, we always kept large supplies of stuff including a big chest freezer Learned this is snow country so I wouldn't have to drive on ice and snow to get to a grocery store. When the pandemic hit I had a large unopened Costco package of Clorox wipes which I happily shared with a friend who ran out. My daughter also took some rolls of toilet paper (we had a large costco package of that as well) and gave to coworkers who were out. If that is your normal shopping and you are not buying more than normal, then I wouldn't call it hoarding. Now if you don't normally buy 6 bottles of water and all of a sudden you do then yes this is a problem because the 5 other people who normally buy one gallon didn't get their share.
