Interesting discussion of blocking cell phone signal to the device, but it seems to me that unplugging the modem would be as effective and much simpler. If you're planning to lie to the DME about having a signal, why not lie about having the modem plugged in? They have no way of knowing whether you have the modem plugged in if they're not getting a signal…

A frank discussion with the DME might be in order.
I might be persuaded to allow a modem as long as it does not interfere with MY data and MY settings.

Which is what I did. We had the "keep your fingers off my settings and I'll keep the modem connected" chat already.

I find the tinfoil hat thing amusing however, and will encourage such nonsensical thought in this thread.
