Bother the phone company and document your communication with them.
If they are not helpful, narc them out to the FCC.

Thanks for the ideas. I spoke with Comcast who say their landlines cannot case this problem. I have disconnected cordless phones. Comcast suggests the neighbor should try to change their frequency, but I don't know who they are or which neighbor.

Landline use is dwindling down rapidly; providers pretty much no longer give a squat.
We switched ours over to cells in the 80's--the local phone company is a bucket of French rainwater.
(--the French word for "rain")

It is dwindling. However, some of us maintain a land line for emergency services. During Hurricane Katrina in 2005, Bellsouth land lines were still operating in the non-flooded but affected areas. Cell phones were down until a mobile tower could be located on the Crescent City Connection (bridge over Mississippi River).
