Flags on emails like this are no personalization all, no specific billing details, topics like "energy consumption limit" that don't make sense, and the link in the email goes to a zip file.The link to a zip is always a flag, although you can get them in legit emails, but almost never. Misspellings, like "yourth" in this one, are common in scam emails. In this case the supposed sender's URL is legitimate but the company is not an electric utility so that address has been spoofed.
So, as always, be on the watch for new types of scam emails and don't click on links in emails unless you are quite confident they are legit. This also shows that Internet Security s/w can't always detect these kinds of emails as being scams.
