If you get a ResMed or Respironics machine, it's very easy to figure out how to take the modem off the machine. I'll bet you could wrap the modem in aluminum foil and keep it from contacting the cell phone network, too.

Don't send in the SD card or take the machine to the DME or doctor and there's no way they can track you.

If you're using insurance, you'll probably be required to be tracked for insurance to pay for the machine. Not every insurance company actually bothers to check, but I think most of them require it.
