They prevent a lot of events and then go higher when it thinks it needs to stop an event or prevent an oncoming event.
Keep in mind that the report shows apneas and hypopneas that managed to happen (though they should be short). Compare that to your sleep study without the machine, and that should give you an idea of how many the machine is actually preventing each night.

That's not how they work. No APAP machine tries to stop an event after it starts. It provides only the minimum pressure needed until it detects the beginning of an apnea/hyponea and then it automatically increases the pressure (subject to my maximum pressure setting) until it can prevent the event.

The exact details vary between machines, but APAPs attempt to detect apneas, hypopneas, snoring, and flow limitations and adjust the pressure upwards gradually to try and prevent the next breathing problem from occurring. I think most of them only increase pressure something like 1 cmH2O per minute.
