There's nothing shady about selling masks without a prescription. However, feel free to limit your choices or even buy from your local DME if you want to.

I don't have problems with someone selling a used mask. I have big problems with someone selling a used mask as new. Or selling masks in non sealed packaging as new.

PAP devices and masks are RX only products. That means, by federal law, they cannot be dispensed without a prescription. So I think it's a little shady if the online supplier is breaking a federal law. They also probably are not licensed in the states they do business in. Easy to keep your costs low if you don't have to spend the time and money required to follow the law.
