I just found a simpler solution. There is an updated driver available - in Win XP, Control Panel, System - Windows located and installed a new driver. Problems went away. The driver was dated January 2009.

I'm less then six months old in the sleep apnea world, just trying to find my way. This forum has been invaluable for my learning curve and decision making. This is also my first post on any forum, so I'm a multiple newby. I had the same problem as jamesj and as a result of this thread, found a fix through a new driver update. It does not come up when I searched the forum, so I thought it was important to show my gratitude and document it here hoping it's a general solution to this problem. (Give my wife credit for suggesting I make this post. It's a little outside of my comfort zone and as obvious as it should be for me to add this information, It probably would have never come to mind. She is very often literally my better half!).
Please bear with this overly long and detailed post, but I thought it better to give too much information than to leave someone with not quit enough.

New driver:
PC/SC Driver, v 1.1.6.0, dated: 28-Mar-2009
at http://www.acs.com.hk/drivers-manual.php?driver=ACR38 (under downloads menu)
ResScan sees the driver and data downloads with no problem!
To be excruciatingly clear:
- I downloaded the above driver from the above website,
- unzipped and put the driver in: Program Files/installers,
- uninstalled v 1.1.5.6 using control panel-computer management-device management-[expanded] smart card reader-[opened properties of]ACR38 Smart Card Reader driver,
- Rebooted
- plugged the card reader in a USB port,
- waited while windows installed the driver and told me the install was successful,
- opened ResScan (I would normally reboot again, but I think I was eager),
- ResScan found the data card automatically (after a short delay) and everything worked fine. (I would normally remove the data card from the reader before the driver install-but again, too eager. I was fortunate.)
I still don't see the card reader in explorer (as the ResScan help file says I should), so I'm not sure of a safe way to remove the data card from the reader without shutting down the computer. I swapped cards while in ResScan (holding my breath) and was able to read both cards with no problem.
A secondary confounding problem was due to Administrative privileges. I have an Administrative account and my own user account for security reasons. When I opened ResScan in the user account I was only able to download Summary data and there was a problem saving things. I had to open ResScan as Administrator to save data changes (not neccessary if I'm only viewing data). I had to alter privilege settings in order to fix problems with my wife’s account, so I might have inadvertantly fixed my privileges problem as well. I'll find that out on my next download in four days.
