You may need to uninstall the broken driver and install the correct driver.

You can get the correct drivers for the card reader here:
http://www.two-factor.com/driver/DT3500 ... o_v1_3.exe

This is the driver created by the people who made the card reader for Encore Pro, but it will work for Viewer too.
  1. Save the .exe file. (Note where you saved it.)
  2. Make sure your smart-card reader is plugged in.
  3. From your desktop (in Classic Mode), right click 'My Computer' and pull down to properties.
  4. Click on the 'Hardware' tab.
  5. Click 'Device Manager'.
  6. Scroll down until you find 'Smart Card Readers.'
  7. Select 'Make DT3500....' (If it shows as a yellow warning triangle with a driver warning or some other standard windows smart-card driver, that's okay, we're going to remove it anyway. Just select whatever smart-card driver appears.)
  8. Right click on the driver and pull down to 'Uninstall.'
  9. Pull out the card-reader and leave it out until I say.
  10. Reboot.
  11. Navigate to your card-reader installer and double click.
  12. Follow the prompts using all defaults. (Just click next and finish through everything.)
  13. If it asks you to plug in the card-reader, do it. Otherwise, don't.
  14. Finish the installer.
  15. Reboot.
  16. Plug in your card reader without a card.
  17. Windows should look for and install the correct driver without hesitation.
  18. Plug in your card.
  19. Turn on Encore Viewer.
I hope this works for you.
