One more way to look at it, not directed at anybody individually here:
Putting aside all the bureaucratic and privacy issues, there is another aspect to this that hasn't been mentioned. One of the main reasons I gave up driving was moral. Despite the fact that my seizures are VERY infrequent (less than once/year), I decided that I couldn't live with myself if my having a seizure behind the wheel caused an accident that killed somebody else. The guilt was unimaginable. It's not a huge leap to argue that anybody who is falling asleep at the wheel is presenting the same danger.
Just sayin'.
