I have -
chronic maxillary sinusitis
chronic rhinitis
deviated nasal septum
hypertrophy of nasal turbinates
I was prescribed a nasal steroid AND antibiotics. I am a bit confused about the antibiotics.

Why the confusion over the use of antibiotics?
Chronic maxillary sinusitis usually means a chronic infection of some sort and antibiotics are used to fight against infection.
I may have to RISE but I refuse to SHINE.

That's assuming it's bacterial in nature right? I don't know. I read so much conflicting stuff. I am taking them, I know they can't hurt. I guess is this an infection I can expect to come back?

Don't go down that road in your mind.
There's no way to know if it will come back or not. It might and it might not or you might even get some other infection.
Don't go looking for trouble. Cross that bridge if/when you come to it.
