Water consumption depends on the humidity setting AND the ambient humidity in the house/bedroom. So probably your air is a bit dry for it to use up all the water.
I almost always use up most of my water every night unless it's raining and the windows are open and what with winter coming...windows not open all that much. When we use the furnaces that will also dry the air out a bit. If someone uses wood heat...ever greater drying out of the air.
Symptoms of not enough added moisture tend to run along the lines of allergy like responses...nasal congestion, drainage, sneezing, itchiness, etc.
So if your nose is happy with your humidity...then be happy yourself. The nasal mucosa need whatever they need to be happy and just be prepared to add water every night.
