CPAP not helping?

Have you actually tried just lowering (by a lot) the humidity for a few nights running to see if it makes a difference? I would bet it does... regardless of whether or not the mask also feels like it's causing congestion. You have the thing set high, and if local conditions are already even somewhat humid, or at least not dry like Arizona, you could be adding what doesn't need adding, and what may need reducing.
