This statement ignores a host of factors, the most basic of which is the supply side. If the supply side is able and willing to provide a high supply, the price may be very low.
In the case of the S9, it would seem the supply side is not willing to make many available. And, you know, distributors do not like to carry items with a low turnover, so there is no incentive to keep a low price.
