That card is only usable if the user can find a card reader for it...Very hard to find.

I gave the card reader to a member last year with (2) cards.

Offered it for free at the other place and it got moved to "commercial" and got sent a link to the "commercial rules"? That place seem to be really uptight. Maybe it's lack of sleep?
