Registering a Complaint Against a CPAP Vendor

Does anyone know how to register a complaint with the ADP against a CPAP vendor?

I went in to speak to Home Sleep Care on King Street South in Waterloo. I was told the price of a CPAP machine was $1,020, but that ADP would pay $645, leaving me responsible for the difference ($375). In subsequent discussions by phone and e-mail, they stuck by their price and even issued written quotes at that price.

The problem is: The ADP requires them to sell CPAP machines at or below $860. They are not allowed to raise the price above this amount.

After discovering this fact on the ADP website and confirming it with 3 other vendors, I quoted the policy number and the exact wording from the ADP website. Miraculously, their price dropped to $860. There was no apology and no attempt to explain why they had previously quoted a higher price. I am left wondering how many others have been deceived by this unethical sales tactic.

I think it's important for you to mention that you're in Canada, in Ontario, so that the majority of people here who are in the US, know what you're talking about. Secondly, I would call the ADP (or write) and ask to speak to someone in charge, a manager, etc, and talk to them. It may not be a matter of 'registering a complaint', or be a different process that needs fixing, but in any case do you realize that vendors (we call them DME's - durable medical equipment dealers) routinely overcharge, routinely deny having equipment you ask for (until your MD writes a specific script for it), give out bad advice, etc. etc?

Thanks for the correction. Yes, I am in Ontario, Canada, so those jurisdictional rules are the ones that apply.

You mentioned other unethical sales tactics. I didn't come across them, but I find them disturbing. These are the people we must trust with our health. Yet it seems their primary concern is their bank account and how to get dollars from my account into theirs. This concern can easily override concerns about our health.

Of the 4 DME dealers I contacted in the Waterloo area, I had serious issues with the veracity or competence of 3. I finally got my new machine yesterday from Sleep Management Group on Bruce Street. Mark was direct (no time wasted), correct in all that he said, and reasonably pleasant to deal with. A friend of mine has issues with SMG, so I was looking for anything that supported her concerns. I could not find anything.

If nothing changes, I will probably be returning to SMG in the future.

They're 'vendors', and that's basically where their interest lies.

I got an answer. I don't know if it's right, but at least it's something.

If you find any vendor in violation of any ADP policy, state the facts in an e-mail to a d p (AT) o n t a r i o (DOT) c a. Sorry about the weirdness in that e-mail address, but the system won't let me post e-mail addresses. I'm sure you'll figure it out.
