I've been the same way. I think it's referenced as the "fog." Long term sleep deprivation is a tough thing to recover from. I've been on CPAP in assorted configs and haven't felt much difference for almost 6 months.
I am getting only 5 hrs snorkel time a night with maybe a nap, but I am feeling better now. (IQ went up 50 points. It's now in the black again.) I can only tolerate the mask that long before it wakes me. I've been more active in the last week than the last 3 months.
My doc says everyone has a little CSA. It's not uncommon. 12 secs seems a long time to me, but I don't know how long my CSA episodes are. My first goal is the OSA.
You need to give it more time and always wear your gear, even for naps. I'm goin under the knife for mine, and the state you describe has certainly motivated me cause I've been there done that. I'm an excellent surgical candidate though.
As for docs (Quacks) try different ones, but see a sleep specialist and do your own research. I find that I know lots more about OSA than my PCP. Also look at VPAP viewtopic.php?t=11458. That's my back-up plan.
