I did google it, before I wrote, and not one of those stories actually quotes an email claiming what you assert.

Fox, G-B and Daily News are all known right wing forums, so why should anyone just believe them without looking at more objective news?

At the time the ACA/Obamacare legislation was passed (early 2010), the House, Senate and Presidency were all controlled by the Democrats. They could have passed ANYTHING they wanted.
