Oh, I am sorry to hear you are so far down. I was in the top 1% the last time I was tested. I can't imagine being at 99.99%. Work on it and you can get off the bottom of the bracket. But don't overdo it and make sure your doctor approves whatever exercise program you go on. Since you are in such bad shape you want to be very careful not to have a heart attack or stroke. Take it easy.
I started training January 2 for the Columbia City Classic in October. Today is a rest day for me and I will take the whole month of May off for some vacation travel. I don't want to overtrain so the break will be good and I will still have enough time to train for the October Classic.
So you be careful and don't overtrain either. Strength and endurance are not built by exercise. They are built by nutrition and sleep. But it sounds like you don't have any problem with the nutrition part Fat Boy.
