If yes, does it stand to reason that in geographic areas of low humidity,  even if I use the humidifier, the heated hose is overkill? I'm trying to avoid taking the heated hose with my travel machine because it has it's own power supply.

Mostly.  The air may be a bit warmer, and the humidity may be controlled a little bit better with the heated hose.

In the winter, depending on the temperature of the bedroom, the air from a non-heated hose can feel cold on your nose, even though the humidifier heats the water.

I've never experienced rainout.  Not sure why; I keep my bedroom pretty cool. *shrug*

I adjust the temperature to keep my nose comfortable;
nice and warm in winter--cooler in summer.
If rainout is the chief reason for a heated hose, comfort runs a close second.

Sort of yes, allows for more fine tuning.
For example, I like the AC on in summer, so the cold air from that will cause condensation on the exit ports on the mask (the part where the air blows out the mask), if I set the humidity too high - this then causes the whistling mask issue. But reducing humidity makes the air colder too.
So to keep it comfortable, I have humidty set to 1 (PRS1), then hose set to 5. This way I get warm moist air with out issues.

No.
Depending on room temperature, flow, adjuncts (cozy, bed covers, bubble wrap) etc. you can nearly double the actual amount of moisture you are getting:
