OP - there's alot of talk on the forum about how this product was pulled from sale due to concerns and has been significantly re-vamped.
No, it has not been run through the FDA.
The maker is a forum member, and appears to be very receptive to feedback and has been very open about his R&D process and why he made changes to the product.
Do a search on "pursleep" on the forum.

I currently have a stash of Nasal Aire II cannulas in Small or Extra Small. Please PM me if you would like them. I'm interested in bartering for something strange and wonderful that I don't currently own. Or a Large size NAII cannula.

LET ME GET THIS STRAIGHT NOW, someone wants me to pay 54.95 to do something that I could do with a cotton ball and a drop of scented oil placed near the intake. Yeah, I was thinking the same thing, but Bret has loads of fans on this forum.
Actually, I should just keep my mouth shut - I'm not a big fan of scents. Most of them give me a headache.

The Diffuser is placed near the air intake. It works best if the top of the Diffuser is about one inch below the air intake, which is typically located on the back of the machine. You may have to elevate the Diffuser or the CPAP to get the configuration right. Drafts in the room (fans, vents, etc.) should be avoided. That's all there is to it.

Direct contact with liquid essential oils is different than contact with essential oils (or any substance that imparts a smell) that have volatilized (e.g., acheived enough energy to become a gas). Liquid essential oils should not contact your skin, eyes, furniture, plastics, etc.
