Is he able to resolve the congestion issues with medication or nasal sprays at all? Has he tried anything? Seen a doctor for it?
If the answer is nothing has worked to ease the congestion then he needs a full face mask.
His congestion is probably forcing him to need to mouth breathe to be comfortable and move enough air.

The frame he is currently using will work with it but new headgear and of course the cushion would be needed to make it work.
How much would he have to pay to get a new mask from his supplier using his insurance and would that cost take food off the table?

He has taken nasal sprays but discontinued when they cause his sense of smell to deteriorate.

Some concern over my dad's flow rate. The attachments are a somewhat typical rate when he is sleeping.
is it posible to help him breath better by adjusting Ti min/max as well as the cycle and trigger setting?

Your dad needs to fix his leaks they are huge,
He may also have central apnoea whuchus bilevel machine will not treat appropriately
