There are lots of ways to add emphasis besides caps... and it's not this forum but the internet, decades ago, that declared all caps to be shouting (and therefore rude).

Because I am still Learning, What is the “Foe List”? What is the difference in a “Friend List”?

Using Bold would be Better except in VPAP, CPAP, & XPAP

From the FAQ (link at top left of forum page)
What are my Friends and Foes lists?
You can use these lists to organise other members of the board. Members added to your friends list will be listed within your User Control Panel for quick access to see their online status and to send them private messages. Subject to template support, posts from these users may also be highlighted. If you add a user to your foes list, any posts they make will be hidden by default.

What are the ways to add emphasis on the Internet? This would be a great help for Me.

On this forum, you see a row of icons above the box where you type messages... each one gives a different result - i.e. B is to 'bold' something, I is for italics, U with a line under it makes an underline, and you can add icons from the right side of the page that appear when you are posting. Use those to add emphasis, but don't make things huge, don't capitalize whole notes, don't bold whole notes. You ask what's done on the 'internet', but that's a whole worldwide business and each website has different ways to emphasize things. There are no overall rules for the internet, only for individual sites.
