ANd why are they constantly testing. Is this part of the ongoing spam attacks?

Or, it's that guy in charge of the T.V. Broadcast warnings for the U.S. Emergency Alert System, that never works correctly. Our Government that doesn't know Electronics will be fried in a Nuke EMP. I wonder what his salary is, nice job, no oversite! Jim
