My understanding is that it's a flow limitation that results in an arousal. You get rid of them the same way as you get rid of obstructive apneas and hypopneas: sufficient CPAP pressure.
Depending on your machine, it may give you a numerical index for RERAs (which technically should be added to your AHI to yield an RDI, a Respiratory Disturbance Index, in total ideally less than 5 an hour), but other machines such as Resmed's S9 give a Flow Limitation graph that is harder to interpret (and you don't know if those flow limitations were associated with arousals... Not that you can KNOW they are associated with arousals on the Respironics ones--it's just a guess).
