https://www.sleepfiles.com/OSCAR/

doesn't look like it.

but i'm not smart enough to figure THIS part-

"Any Chromium-based browser such as Google Chrome or Microsoft Edge Chromium currently offers the best automatic translation options."

i'm thinking that oscar isn't ready for any tablets yet, though.

I agree.
Those of us who prefer Android intensely resent being left out.
I can do everything else with Android without the bloatware of another OS.
Not enough reason to buy into that racket.

OSCAR is running on Raspberry Pi.

And the $230 CutiePi (sold out) is purportedly shipping next month (kickstarter though, wouldn't hold my breath)

OSCAR is not available on tablets or phones because it is prohibitive to get the data to the device.

Most mobile devices don't have SD Cards, and the few that do are micro SD Cards.

i can grab standard sd cards through my nexus 7 (very old tablet) using the micro usb port that charges the unit and an sd card reader.

i have NO idea if this is the same on any modern android tablet.

in the end, though, it would be faintly ridiculous to go this route when it's much easier to go thru a computer.

but one works with what one has, i suppose.

That statement is referring to automatic translation for the OSCAR download web page, as well as OSCAR help available over the web. It is also available for About windows as it accesses the same web pages through your default browser. Google translation is available but apparently better with a chromium-based browser (I don't know why). This has nothing to do with the OSCAR program directly.

Translation is "automatic" in that Google does the translation when you select the language at the top of the page, instead of the OSCAR translation team having to write and maintain another copy of the page in another language.
