Phlegm sensation on soft palate

I constantly have a problem when I go to bed that I have phlegm on my soft palate that I just can't dislodge. I try clearing my throat, drinking water, I've tried gargling with salt water but nothing I try takes away that phlegm that I've tried. Anyone else have that feeling and what do you do to get rid of it? Anybody with any ideas?

I have this problem with phlem during the day...not at night. I found thet OTC Mucinex (or the store generic) thins this out.
