If you were laid off after September 1 your payment will be subsidized by 65 percent for nine months. If you didn't take COBRA because of the cost you now have another chance to apply. There are more details in the links.
I remember there was at least one post from someone who needed sleep tests and couldn't afford to continue their medical insurance. I hope this helps.

The fine print on elegibility:
"Individuals who have been involuntarily terminated between September 1, 2008 and December 31, 2009 with annual incomes less than $125,000 (single) or $250,000 (couples) are eligible for the COBRA premium assistance, along with their family. "
Hopefully they'll extend the window from the 4th Q of '08 so it'll cover more people.
