Can I clean it with baby wipes daily and give it a therough cleaning in soapy water once a week. I am concerned about where the gel part of the mask meets the face because I break out from time to time.

When I used the Activa, I would remove the "gel" part of the mask every day and wash it in mild soap. It simply snaps back into place so it isn'a a big hassle.

When you say a mild soap are we talking like a liquid hand soap or dishwashing soap whats the best to use?

I use dawn or similar dish soap.

When I used the Activa I used to wash it daily in Dawn dishwashing soap.
If you prefer, you can use something very mild like pure castile soap, but I never had a problem with Dawn.
I used to take it apart because it's really very easy to reassemble.
But again, if you prefer, just swish it around in the soapy water for a several seconds(but remove the straps) without taking it apart.
