Through a series of errors on the part of my DME and Rotech, I have some supplies I didn't return that I'd like to gift to someone who might not have insurance for their supplies. People sell their extra parts on eBay, but since I have no person money in these, I'd like to gift them. Is that allowed on this forum?

Yes, gifting is most assuredly allowed.
List what you have that you don't need or want and if someone wants it they can send you a PM.
Once the item(s) are gone then just come back and edit your list to reflect that so and so has been spoken for.
