how does one obtain correct voltage to operate cpap in Russia ? Can one use 230 volts ? Where can one obtain adapter on short notice ?

Residential voltage, as a rule, is rarely exactly as stated; even in countries with the most reliable power grids.
This is why cpap machines are built to accommodate the usual spikes and dips common to public power.
All you really need is the adaptor plug. Sleep well!

Nice catch, goof. I was mostly thinking of the good, first world machines we use,
not the third world knock-offs that folks in other countries, e.g. China, mIght be forced to use.

there's still a really good chance that anything even reasonably modern is universal voltage, it's cheaper to make a 'don't care, just gimmie juice' universal switching power supply than use a big heavy old fashioned transformer...
that said, it's a good idea to check the voltage requirements on the unit or power supply.

The one thing to expect in Russia is power outages.

Depending on where you are staying, I'd also be concerned about theft.
