Also - can someone give good suggestions on how to conduct transactions between buyer & seller, so that each get what is expected? Does PayPal allow the option of canceling payment if item(s) are not received by the buyer?

Yes, PayPal has an option or way to cancel a payment if goods aren't received. It is a bit lengthy and time consuming. I had to do it once because of a machine purchase that the seller didn't send (wasn't from a forum member). I was able to get all my money back.
Most of the time with forum members here...I have only heard of one scammer and that was a machine that some butthead sold to 3 people.

Shipping/mailing a free mask doesn't/shouldn't cost much even if USPS Priority mail is used. Cost depends on the size of the box.
I normally send USPS Priority mail when mailing masks with the US. That way I get $50 free insurance and a tracking number.
Cost for full face masks...depends on the box but this particular mask is larger so I would imagine around $10 to $12 when using USPS maybe less if it can be crammed in a smaller box. Full face masks with plastic shells generally take a larger box than nasal masks but they don't weigh much. I make use of the free Priority boxes when I can because for me to buy a box I have found that shipping ends up costing about the same as Priority by the time I add in the cost of the box and I don't have free insurance or tracking if I don't use Priority.
