The decoder you're speaking of is predominantly a Java library. There is a Java command-line applet that can generate the .csv from the .dat file included with it as a sample, and it works, but it's not the most practical thing to use.
There is nothing in the package that offers any kind of user interface to the functionality of the library.

This is very disappointing that Zeo just disappeared of the face of the earth.
The software to show the data is a huge issue, but I also thought about replacement sensors/headbands. I found a site where you can make your own - cheap - if anyone's interested. At least you will still be able to use your Zeo and see nightly data.
