Actually. Canada officially adopted universal health care in 1966 with the passing of the Medical Care Act under Prime Minister Lester B Pearson
Tommy Douglas (premier of Saskatchewan, father of Shirley Douglas, grandfather of Keifer Sutherland) first introduced universal health care in his province in Saskatchewan in 1946 with the Saskatchewan Hospitalization Act. Other provinces came on board over the years. Tommy Douglas is considered the father of Universal Health Care coverage in Canada.
The Canada Health Act was adopted in 1984 but in addendum to the existing Medical Care Act from the early 60's, and was introduced basically to elimate user fees from doctors or extra billing onto the patient for services.
