Smoking. Smokers are three times more likely to have obstructive sleep apnea than are people who've never smoked. Smoking can increase the amount of inflammation and fluid retention in the upper airway.

That kind of alleviates my concern about weed having contributed however I’m inclined to see substance in the previous comment about smoking causing fluid build up and/or inflammation in the soft palate and muscles in the throat. Of course genetics is probably in the mix.
