You could Frankenstein one of those with a DC power supply, simple control circuit (it doesn't even need to be closed loop, you may very well find that manual adjustment would serve you well enough), a TEC, a liquid pump, coolant fluid and tubing, and a rigged "radiator" for your head.
Or ignore it, for now - if it's any good, there will soon be Chinese alternatives for $50. Or if it is really good, big pharma will lobby to regulate it as a medical device so that it can be only sold with prescription through DME suppliers...
