So, is a regular old CPAP machine like my F&P HC220LE supposed to maintain a constant pressure, or is it supposed to increase pressure as needed by obstructive events up to the limit set by prescription?
When I first put my mask on and crank up the machine, the rush of air is very noticible, but in the morning it doesn't seem so. If I turn on the machine and just put my hand over the hose, I don't notice a pressure increase in response.

Only autos change pressure in response to breathing needs. Yours doesn't do that. It starts at a single pressure and stays at a single pressure all night. The pressure seems less noticeable in the morning because you're used to it. That's true for all of us.
