What are the blue Velcro tabs on the straps for? How are they supposed to be fastened?

Follow the above link and you should see how the blue tabs were placed through the slotted openings in the forehead piece and then layed back against the strap. I believe these can be cut off. There is more velcro at the base.

The blue tabs are supposed to be for smaller heads-they didn't work for my small head.
