It sounds like the blower. Either the bearings are out or the impellor is out of alignment. Definitely take it back for repair.

I can only speak of my experience on Royal Caribbean. Most of the outlets were 220/240 Volt European style connectors. I do remember that the bathroom had a 110/120 Volt connector.
