It means if you have a cup of water (for example), 3 quarters of it would be water, and one quarter vinegar.

You haven't given any measurements for me to go by otherwise... but whatever amount or size of anything, picture a pie in 4 parts, take away one (that's vinegar) and leave 3 pieces of water.

I measure (cup, mug, what have you) of vinegar to three of the same measure of water.

I used to use 50% vinegar. However, this is not recommended for the heated tube on my new CPAP. I will wash that in soapy water and everything else in vinegar solution.
