Not sure how this is done but how are we suppose to report spam? or someone else that is annoying you. Haven't seen any bumf on the topic so I thought I would ask

Do you mean e.g. they keep sending pm's that you don't welcome, or just that you get annoyed by their forum posts (as we all do at times if we don't like what another member says)?

Are they breaking formal rules about posting certain types of stuff?

Depending on the problem, you might or might not complain...

No, just in general. theres a post came up not long ago on the front page (Baxter) which is spam. Are we to just ignore it or report it and if we are to report it then to whom and where too.

Once you've been here long enough (a few months), a new button pops into the posting display, on the opposite side to "Quote". The new button, "Report Spam", then disappears the posting.
