This is quite true, and I haven't thoroughly researched what international regs there might be.

My experience flying internationally with a CPAP is limited to a trip to and from Spain on Iberia and Iberia Express. Anecdotally, I was never challenged about my additional bag, which is good, because I don't know how to say "assistive breathing device" in Spanish (note to self: ask friends about this).

Machine: is humidifier empty?
Machine cover (goes on the side of machine if I'm using it without the humidifier attached)
SD card: is it in machine?
Spare SD card
Spare white filter
Spare gray filter
Power cord/power brick
Plug adapters (needed in Europe)
Adapter to plug CPAP into cigarette-lighter type power source (useful on airplanes)
Extension cord
Hose
Hose cozy
Hose boss (hose hanger)
Box "Command" strips to attach hose hanger to wall (they pull off the wall without leaving a mark)
nasal pillows
Bella loops
Barrel cozy
Mouthguard
Painter's tape
Distilled water (if traveling by car)
Copy of prescription for CPAP (also uploaded to CPAP.com)
Copy of regulations pertinent to air travel (if traveling by air)

The single thing I worry about the most is leaving my power cord behind, either when I'm leaving or coming home. I may buy a spare cord/brick to live in my travel bag at all times.
