I'd sure like to find out who makes these mini-chinstraps commercially. Jay, yes, that is a bike cuff strap that I found lying in the street... it has no company or maker labels that I can find. It feels like a soft cotton/poly blend and is very comfortable. Most of the ones in bikeshops are pure nylon or polypropylene, not the best suited for this application.
