Did that company write 'medical device' on the package?
Is it possible that you've confused a brokerage fee charged by UPS with a tax by Canada Customs? UPS charges outrageous brokerage fees. Whenever possible, have US orders delivered to your Canadian address using US Postal Service and Canada Post. If I recall correctly, cpap.com uses a courier to get packages to the border, and then uses the postal service for delivery for the rest of the way to your door. This avoids the brokerage fees charged by the courier companies.
