I recently got a mask from a forum member and have gotten packages from cpap.com....never have I had any duty or taxes.
There is no duty or tax on medical equipment. Whomever you bought the items from didn't put a customs declaration on the box stating it was medical equipment. All you have to do is call customs and they will tell you there is no duty as long as it is stated its medical equipment.

Is it possible that you've confused a brokerage fee charged by UPS with a tax by Canada Customs? UPS charges outrageous brokerage fees. (so do other couriers, too!)

Whenever possible, have US orders delivered to your Canadian address using US Postal Service and Canada Post. If I recall correctly, cpap.com uses a courier to get packages to the border, and then uses the postal service for delivery for the rest of the way to your door. This avoids the brokerage fees charged by the courier companies.

Hang on a sec. Whatever happened to NAFTA? I thought NAFTA eliminated import barriers like duty between Mexico, U.S. and Canadia** since 1994. How are you paying duty on imports? And isn't your GST only on domestic products? There should be no duty period. Not just on medical devices.

** and, yes, it's Canadia. If Cambodians live in Cambodia, and Columbians live in Columbia, then Canadians must live in Canadia.

Only products manufactured in the US or Mexico are applicable to NAFTA and therefore duty free.

We want to bring new oxygen equipment and a portable scooter back to Canada from Bellingham, WA
They are needed as medical equipment for day to day living. Will we need to pay taxes?

You may not pay 'taxes' (never heard of paying tax in the context) but you could incur customs fees. Do try to get someone there (doctor) to write "medical device" on the 02 stuff (or even the scooter if it applies), but that alone may not mean you don't have to pay something.

No customs duty is charged on items being brought in for personal use.

See: http://www.cbsa-asfc.gc.ca/travel-voyag ... t-eng.html and then click on the link for the Customs Tariff if you want to see that medical equipment is free of duty. (Search the document for "breathing" to find the listing; they don't use the term "cpap")

You may be subject to GST and PST, though; click on the tab for Duty and Taxes Estimator at the above link for more information.
