I don't think there's much risk to covering the hose but if the hose breaks and exposes the electrical heater element to the cover, it's a potential fire hazard. I say potential only because you have an electrical and a heat element in contact with a material that can burn. I think the temparture of the wire would be really low so it's not a high fire hazard. That to me would explain the vague language in the manual.
Hmm, the bedding can also burn. All in my bed can burn, wheter I cover zhe hose or not; I think so.

hahaha, that is true. But the fleece cover would be in much closer proximity to the exposed wire.
