In most forums, the "Report Spam" feature sends a notification to only trusted members who hold the ability to delete. Then the owner only needs to parent a select few if there are abuses.
I think this change, along with eliminating the drive-by-posters (i.e., non-members) would fix the forum.
banning the bullies would be better
