There is no (real) answer. They've convoluted the whole situation.
The CPI isn't the TRUE measure of the inflation rate. Just as the U3 isn't the true unemployment rate.

You have:

They've devalued our currency. (mainly to make it cheaper to pay off foreign debt)
They've rigged the system of interest rates big banks (don't) have to pay.

True conversions can and do happen. Given the choice of candidates, my conscience dictates I choose one that says he is pro-life vs. the one who proudly states she is pro-abortion and is endorsed by Planned Parenthood.

Has for ME. Don't know where you're getting your stuff, but mine are more expensive. Add medications, insurance, utilities and a whole bunch of other things (probably not included in the gubberment numbers) and my expenses HAVE gone up. And, the interest rates/income on my money in the banks is a fraction of what it was.

If I were American I would vote Democrat but that being said the vote is close and that tells us half the population are not happy campers.(no easy cure or formula)

We haven't gotten to the point of eating cat food but our food budget is not like it once was. We eat way less meat and fresh fruits and vegetables. Now we eat way more beans and soups. We are not going hungry but we ate better just a few years ago.

One of the problems is that the gubberment picks and chooses what to use when it figures "inflation" and consumer price indexes. They include some things and exclude others (which may make the number worse)......yeah, it's rigged.

But, many of those things DO fluctuate in price......up, down, all over the place. Many times, it can vary greatly from communities in one area/state to communities in other areas/states. Depends on supply and demand and availability. SOME things still do work in those ways yet......"capitalism".
In areas like "tourist" destinations, the prices of fuel go up in the Summer.......and stay there as long as they can get away with it (I know that first-hand). As far as food goes, we hardly ever buy anything unless it's on sale and then we stock up......and eventually we can buy almost everything that way.
Clothing.......stores would go out of business waiting for my business in that category. My wife on the other hand........
Nah, she's pretty frugal, too.
People just need to find ways of keeping their expenses down in these times.
